Help ID’ing a rem 700 rifle - CBM8541 Racs chassis

I am trying to figure out what’s going on with a rifle I’m looking to purchase It’s a Remington short action racs chassis with a model 700 US marked action on the right side it reads CBM 8541 Serial # G6933688 I see there were some m40 rifles with Chucks initials Any info would be greatly appreciated
