Remington targetmaster 510 safety don't work, bolt won't open.

My Remington targetmaster model 510 is stuck. The safety don't work and the bolt won't open. The safety lever only moves part way and can be released by pulling the trigger, and pushing it forward still doesn't allow the bolt to lift and open.
I hesitate to start taking the mechanism apart, it looks like putting it back together might be a problem.

I don't have a great answer for your dilemma. It might just be dried oils and gunk that are creating a bind. Try adding some oil or solvent to the Bolt Handle where it encircles the Bolt, this might free up any of the dried oils. Remove the stock and look for any obvious signs of something out of place, loose screws, pins that have drifted, rust or debris etc..

I have removed the stock and took out the trigger and safety. When I try to raise the bolt handle it feels like it's hitting on something but can't see anything obviously out of place.
