If, I repeat if, they were finished, machined receivers, they were firearms, by law. If they were unfinished, then they were not really receivers. I have never heard of such before, but that is not to say it did not happen. If they gave out anything similar, I am sure Remington was astute enough to make sure they were replicas, only.
What could have happened... did.
