According to Rem factory records the serial # dates it in 1898. It should be a solid frame. The lever take downs were introduced in 1900 or 1901. All of the dates from Rem factory records on the No. 4 are estimates. It was simply not a high priority to keep track of production by serial # then. Some of the assembly code dates on the later No 4s differed by several years from Rem's published information. The 1898 date for yours should be fairly close to reality though since the differences seem to broaden in the later years.
