I don't think Ilion ever made 28-gauge or .410-bore guns on the "standard" 870/1100 12-, 16-, and 20-gauge frames. Either Simmons or Purbaugh (maybe both) made custom 28-gauge and .410-bore skeet guns on the "standard" 870/1100 frame.

Remington never did make them, but some others did as noted. I've shot a 28 gauge standard weight 1100 conversion and I didn't like it, but I was never a multi gauge skeet champion.
What could have happened... did.
