New 11-87

Recieved a new 11-87 assembled the weapon to find the gas seal broken in to two pieces my question is will the gun still cycle without the seal and why did remington build such a nice gun with such a cheap design to prevent the shotgun from cycling for a $3.00 part? Oring seal!
