Eddystone Arsenal History Question

I once did some research that indicated that a person named Schaefer was once the plant superintendent at Eddystone during the Model 1917 manufacturing period. Can anyone help me with some background information? Google isn't helping me and I can't remember how I accessed this information the first time around. Thanks.
