Yes you need an FFL or a Curios & Relics License. Use a local gun dealers License and have it shipped to him. He will probably charge you a small fee. Jay Huber
You are probably right about no ffl. See if you can talk him into it. Some dealers think pre 1889 doesn't apply when the gun accepts modern available ammo. Most dealers ignore this. Jay
