I would think it was in 1898 at the start of the Spanish- American War.
I have a photo of NYS National Guard members breaking camp and they still have there rolling block rifles. The photo is dated 1895.
There was just a photo on ebay of a National Guard member with his rifle and it was dated Dec. 4th, 1896.
