The part that is confusing me is that many of the year code letters repeat. For example, according to the table, the letter L can designate either 1964 and 1991. What am I missing here?

Nothing.......they repeat.
The thing is, a firearm (like a Model 700) from 1991 would have many "generational" differences from one made in 1964........along with a different serial number scheme. In the '60s and early '70s, they didn't have preceding letters to their serial number. In the late '70s they started adding a letter to the serial number......which incremented about every five years (A, B, C, etc.).
