NGNY Prize Rolling Block Rifle 1888

Presented in the photos below is a a NGNY style prize rifle won by Ambrose Giddings Todd, a New York City attorney and a member of the 7th Regt. NGNY. As can be seen, it has a silver presentation oval plaque attached to the stock in addition to the engraved script initial "AGT" between the breach and rear sight. It is fitted with a Buffington rear sight and a pinned front blade. It also carries a slotted slide on hood for the front sight. It bears no New York State inspection markings and would be considered a second contract rifle if purchased by the State. I have two questions;

Question 1. Assuming this is a private purchase rifle, would it have left the Remington factory with the Buffington rear sight attached?

Question 2. It is touted as having progressive 6 groove rifling. To my untrained eye the rifling appears the same as a New York State contract rifle. Did all New York State style rifles come with this type of rifling or could a special rifling be ordered on a private purchase rifle?
