Remington Model 51: I.D. Stamping following serial number

I bought my first Model 51 .380 in January of this year. It is about 90% condition externally with a beautiful bore. I shoot only cast bullets in this handgun and it functions well. Serial number is PA 24673 (1920?). Following this serial number is stamped: D.ST.P .This code number repeats and you can see it on the bottom of the "barrel block" when you take the slide assembly off the frame. I'm thinking it might be something like (watch the periods...)
"D.elaware ST.ate Police" . Now, granted, this could be anything, but whatever this stamping means it was important enough to re-stamp it internally. It is a neatly done hand stamping. I'm wondering if any of you have ever seen this sort of code stamped on another Model 51?
any input would be appreciated!
