03A4 IS MARKED 03a4

THE Rem 1903A4 i just bought I found to be marked MODEL 03A4. Its NOT over stamped on the A3, but marked A4 as if originally done at the factory. Is this possible by Remington? If yes, please be quite spacific as to you sources. Does any one know if this was ever done by a military source outside the US. It would have required a blank receiver and stamped. Mine looks as if that was done, and very poorley at that.
Any and all helpful information will be examined and greatefully appreciated.
