1894 AER 28" & 30" set

I recently acquired the noted Remington with two barrels, both numbered the same.
Rick and I spent some time with the barrel gauge last night:
Top barrel set is 28" right, .29 choke left cylinder (no choke) I appears that the factory numbers have been X-ed out
Bottom barrel set is 30" right, .29 choke left .25
My questions are, did these barrels leave the factory as a set? Did the factory open up the right barrel and why? Both sets lock up nicely, I'm thinking the 28" might be a good skeet shooter--but not cylinder and full!

If it was a factory two-barrel set I would expect to see a 1 and a 2 under the serial numbers on the barrel flats --

The "combo" has only one fore end. There are no visible 1 or 2 on either barrel.
