What is it?
This might a bit off topic but I bought this item along with a lot of reloading equipment/supplies about 2 months ago. My best guess is some sort of roll crimp tool for paper and/or brass hulls. Could be multi gauge as the adjustable screw can be reversed.

I was a bit off base in my guess. Turns out that it's a Duke Pecan Cracker. Go figure!
