Rolling Block New York Model Cartouche Question

I have just bought a New York Model Rolling Block which is in excellent shape, as you can see from the photos attached. It was finished in the white except for the hammer and breechblock. The stock is in very good shape, with the usual dings. It seems at one time someone over stamped all the cartouches with the initials J.D.W. On the left wrist you can see the faint outline of a square, which I assume was the original cartouche, with the J.D.W. stamped over it, the same on the right wrist. Back on the stock you can see where the stock has been scraped off and the J.D.W. stamped again. The J.D.W. has also been stamped on the butt plate and on the tang over the Remington information. Do you think this was to obliterate all the military markings and why would someone do this? I have attached photos of the marking. I would appreciate any input on this.
