HELP SMOOT OUT OF TIME

I have a Smoot #4. Cylinder comes up short of lock-up at full cock. I suspected that the hand was worn and a little short, however, I replaced the hand with another that was slightly longer, and the action is locked-up, meaning that the bolt will not release as the cylinder starts to rotate. What am I missing????.....Jim
