I got it working again.
I cut the sear deeper so it had a more positive engagement.
Then I filed down the top of the safety notch and rounded it towards the backside.
The lip is thinner, but should still be plenty strong enough and now the sear doesn't bounce or catch in the notch on the way down ...

I picked up a 1866 Navy Rolling Block Pistol. The wood is kind of rough, but the action is very tight. It had a very light trigger.
