How can someone make a magazine plug to reduce the capacity from 5 to 3 rounds to keep the game wardens happy?

I'm thinking of making a plug from 12 gauge size wooden dowel rod to reduce the mag from 4 to 2 rounds, i.e. the length of two shells.

Is it as simple as cutting a dowel rod to length?

Pretty much. Round the ends so they don't snag the spring. I have used everything from a wooden pencil to a cornstalk in an emergency (friend's gun).
