I am considering a 1900 steel barrel s/s. The gun is in good shape except for a small ding in the right barrel that does not show on the inside. I only use RST shells on my vintage guns. My question is, does any ding or dent on the outside of a barrel weaken that barrel in the area of the dent?

From what you have said and without viewing the gun, I'll go out on a limb and say you are ok to use low pressure loads. Having said that, it's always wise to run the gun past a smith to have it checked.
