R51 year?

R51 year?

I have a R51 serial # PA 29207 with 9 serrations on the slide but the barrel has been sanded down it appears so there no markings. There is an anchor the right side trigger guard. There is an anchor on the frame. I am trying to find the year of manufacture. I think it is between 1918 and 1921. Please help. Thank you.
