I never seen the Gold Paint on those parts before, but I wouldn't remove it. If I could find a BDL Deluxe - Bicentennial 760 - in .270 - I would buy it in a heart beat. But I don't think that they made that model in anything except ADL and more than likely only in 30-06, since it was the most common...

Although a unmolested rifle's age can be predicted by the codes stamped on the barrel, I would be hesitant on insisting that it is of a certain generation until I looked at both the serial number and the barrel code. I would call Rugh Farm & Supply, only because I am familiar with their work, their gunsmith has a good reputation.
Most gunshops will do the repair, but really doesn't want to get into the other things you mentioned such as stock repair or re-bluing.
